A Toolkit for Manitoba Municipalities: Addressing Anti-Government Hate and Harassment

Strong Cities has partnered with the Association of Manitoba Municipalities (AMM) and the Centre for Social Science Research and Policy at the University of Manitoba (CSSRP) to produce a Toolkit for local elected officials and municipal administrators in Manitoba with advice on how to address all forms and manifestations of anti-government hate and harassment. The Toolkit was informed by a variety of efforts to ensure the guidance is tailored to the Manitoba context and reflects promising practices from cities across the Strong Cities Network and beyond.

These efforts include 1) in-person convenings during AMM’s Spring Convention in April 2025 designed to allow AMM members to share hate-based and violent threats impacting local municipalities in the province, 2) an online survey of AMM members conducted by CSSRP, 3) an online survey of Strong Cities’ members in North America and Europe, 4) consultations with subject matter experts and 5) research on good practices from municipal networks and associations and individual municipalities outside the province, including from across the Strong Cities membership. 

The final product provides 130 concrete and practical recommendations for mayors, reeves, councillors, chief administrative officers, city managers, department directors, and other local elected officials and staff. The recommendations are designed specifically for elected local leaders and those working in municipal government in Manitoba. Thus, the Toolkit is specific to the context of Manitoba, where there is only one municipality with a population greater than 60,000 and recommendations need to be actionable for rural and other small municipalities in the province, some of which have only a handful of full-time municipal staff. Nevertheless, recommendations may be of use to municipalities across the world, as the challenges of anti-government hate and harassment know no borders.
