Empowering Communities Against Hate

Empowering Communities Against Hate, a project being led by our North America Regional Hub and funded by the US Department of Justice’s Bureau of Justice Assistance, focuses on strengthening hate prevention and response efforts through partnerships between community-based organisations and local governments in five cities in the United States. In cooperation with the local governments in these cities, Empowering Communities Against Hate will provide local community-based organisations with funding and training to develop, implement and evaluate projects designed to increase incident reporting and strengthen prevention efforts and, more broadly, build city-wide resilience against all forms of hate.

Building Community Capacity

Empowering Communities Against Hate will build:

  • greater capacity and skills to assess, navigate and understand relevant hate landscapes and administer appropriate programming and services;
  • stronger understanding of and capacity to implement proven practices for strengthening community and digital resilience against hate;
  • increased fluency in how to implement a networked response across diverse stakeholders;
  • a broader network of partner cities to share good practices for how community-led efforts to prevent and respond to hate can be implemented and sustained; and
  • more accessible, robust methods of collecting and analysing data on hate-motivated incidents.

Why a Community Focus?

Empowering Communities Against Hate represents an opportunity to pilot an expansion of Strong Cities’ local capacity-building in the United States beyond municipal officials to reach community-based organisations that play a role in building city-wide resilience against all forms of hate, including non-profits, charities, faith-based organisations and more.

Project Milestones

Phase 1: 2025

  • Welcome meetings, listening sessions, and landscape mapping with participating cities
  • Call for proposals from local community-based organisations
  • Capacity-building workshops, webinars, office hours for cities and selected community-based organisations
  • Tailored strategy sessions with subject-matter and monitoring and evaluation experts

Phase 2: 2026

  • Midpoint debriefs of project progress with all partner cities
  • Resources and reports made available to the public
  • Networking and learning opportunities between cities

Phase 3: 2027

  • Final showcase with partner cities and community-based organisations
  • Project close and evaluation
