Institut “slobodne stolice”

The Institute of a “Free Chair” has been introduced in the Municipal Assembly Rules of Procedure of Bar Municipality in order to improve and strengthen cooperation between the local governance and non-governmental organisations.  This instrument foresees submission of proposals and opinions to the Municipal President and Municipal Assembly before the Assembly session takes place. Municipal Assembly can discuss the proposals if they are accepted by the competent working bodies.  The instrument also foresees participation of a NGO representative on Assembly Session when he/she may take part in the discussion but has no right to vote.
